Education Requirements
- Bachelor of Science degree in Engineering, Computer Science or related fields; and
- 8+ years of Project Management experience demonstrated by a proven track record of success in managing complex IT programs and projects related to delivering either software or IT infrastructure/network solutions (with working experience in using “agile” methods in delivering IT solutions) from initiation to completion.
Technical Knowledge
- Knowledge of both theoretical and practical aspects of program and project management, including tools and techniques.
- Proven experience in strategic planning, risk management, vendor management, budget management, and people management for projects or programs.
- Experience in working with technical teams and driving initiatives/work across multiple areas from a solution development perspective and tries new approaches for changing situations.
- Understanding of application programming, database, and system design, and testing especially for software solution delivery.
- Awareness of adoption and change management as an essential aspect of most IT projects; and
- Preferably with knowledge of business benefit tracking for IT projects.
- Working knowledge of agile framework and tool(s),

- Proficient in project management software (preferably MS Project or Project Online) is a plus

💼How can you contribute to the team?
1. Manages the delivery of the project scope in balance with the timeline and budget by:
- Using the project’s workplan and supporting plans to track progress and status of identified and established milestones.
- Communicating with the project team, business users, other ITD teams, vendors, and other stakeholders to make sure that the project is at pace to meet the deadlines and stay within budget.
- Working together with the PgM or PdM to bring the project back on track by:
a. Reviewing and understanding the project schedule and budget utilization to determine
whether the scope will be delivered within the timeline and budget targets of the project
and identifying actions required to ensure on track delivery.
b. Actively managing risks, assumptions, issues, and dependencies (RAID), and taking
preventive and corrective measures, including the timely raising of Change Requests, as
needed.
c. Carries out proactive escalation ensuring risks are responded before they become issues and identifying and carrying out action/resolution to address issues.
2. Ensuring the project is guided by ITD’s Project Management Framework (PMF), the corresponding Implementing Guidelines for Financial Controls (IGFCs for Special CapEx IT projects), and other ITD frameworks and ADB guidelines (e.g., administrative order on procurement) relevant to the project.
3. Authoring Business Case(s), as needed, which may include a Business Case for major enhancements to an existing product or for the delivery of a new product.
4. Drafting and fulfilling a Request for Procurement (RP) and associated supporting documentation – Statement of Work, Performance Evaluation, Request for Direct Contracting, Limited Tender, or Open Tender, etc., taking full responsibility in getting procurements from RP to Purchase Order (PO).
5. Ensuring invoices are endorsed and processed per agreed milestone payment schedule keeping disbursement schedule on track.
6. May be supported by a Project Administrator in performing the following:
- Development and timely update of project workplan / schedule and other supporting project plans.
- Preparation of pertinent project management deliverables, such as but not limited to:
- Project Status Report (PSR) fortnightly, Budget and Procurement Report (BPR) monthly, and update of the project’s budget information in Apptio (TBM tool) and RAID Logs.
a. Presentation materials and minutes for the project steering committee (PSC) and other
pertinent stakeholder meetings.
b. Artifacts required for health checks, IT attestation, and other project audit exercises. · Establishment and maintenance of the project’s collaboration site wherein all program and project documents and records are stored. · Transfer of knowledge to other program or project staff and personnel as needed. Performs other program or project-related work and outputs required by ITD.
